France Active Garantie (FAG): guaranteeing bank loans

The mission of France Active Garantie

Helping entrepreneurs secure loans, including those who are furthest from the banking system: the most vulnerable groups (long-term job seekers, recipients of minimum social benefits, etc.), women, and young people

Its Role

To serve as a trusted intermediary and guarantor between the entrepreneur and the bank. 

How Does It Work?

  • The France Active bank guarantee, also known as a bank surety, enables a project to get off the ground.  
  • It provides insurance for the bank: in the event of borrower default, it covers nearly 80% of the solidarity loan.   
  • It provides insurance for the borrower: by limiting personal guarantees, it protects the assets of the entrepreneur starting a business.

FAG manages more than a hundred guarantee funds in partnership with all banking stakeholders. It oversees the majority of the professional microcredit component of the Social Cohesion Fund on behalf of the government.  

FAG’s resources come from national and regional government funds. Its operations are supported by the European Investment Fund. Its capital is held by the national association France Active, the Caisse des Dépôts group, banks, and the regions.  

In 2024, France Active Garantie underwent a capital increase of 12.5 million euros to facilitate its growth. That same year, the financial company mobilized 315 million euros in guaranteed bank loans.

France Active Investissement (FAI): financing impact projects

France Active Investissement is the leading social investment company in France. It enables France Active to collect social savings and invest them in Social and Solidarity Economy (SSE) projects. Partnering with key players in the financial sector, France Active Investissement holds the Finansol certification, which guarantees the social dimension of its activities. 

Who is this for?

People who want to grow their capital while helping to fight unemployment, substandard housing, and supporting the development of organic agriculture and renewable energies, among other causes.

That is:  

  • Major asset management firms in the financial sector that hold equity in FAI.   
  • Employees who can invest through their company savings plans in 90/10 solidarity funds: 90% of the funds are invested in financial markets and 10% in social and solidarity-based enterprises identified by France Active.  
  • All citizens who can invest money in solidarity-based life insurance policies: a portion of the funds collected is then invested in Social and Solidarity Economy (SSE) enterprises.
